Second City Council Meeting Will be Impugned

During the second city council meeting headed by interim mayor José Luis Chagoyán, the appointment of a new head of local department was approved. The new Director of Public Transportation will have the power of ruling on whether those interested in getting grants to operate buses for public transportation have the legal, economic, and material basis for providing the service. On this matter, PRD city councilor José Luis Zavala Rosiles tried to convince seven members of the city council (from the PRI party) that it could be an illegal decision. He also said in the meeting that they were giving the director too much power because there are too many interests in that area, and just one person should not have the power to rule on them. He added that the commission of Transit and Transportation, made up of city councillors, was not taken into account. Despit of his comments, Antonio Ríos was approved as the Director of Transportation.
In an interview, Rosiles advised that there were no regulations or infrastructure for the new director position because there wasn’t such a position before. “If there is not direction, there cannot be a director,” he said. “They are not respecting the local law, that states that when appointing a new director, there should be the direction already.”
In the city council meeting, the appointment of Jorge Salas interim director of Transit and Transportation as president of the Honor and Justice Commission, was also approved. PAN city councillors commented that it was not legal because voters were not respecting article 16 of the regulation on that commission, which states that the president has to be the director of the area, and Salas was just an interim director. The head is Eleazar Romero.
The City Council also approved the land use of a high-density residential development on the road to Dr. Mora, which will have up to 13,000 inhabitants. In a document, the developers assure the city council that they cannot guarantee supplying potable water to the inhabitants or to the residents living nearby. However, the development would have a water park.
Land use agreements were authorized for two new bars, one situated on calle San Francisco and other on calle Canal. The processes to get the authorization from the city council were given express treatment, according to Rosiles, because one of the owners got all the municipal documents in just 10 days and the other in 13. That is not usual in the local administration; normally it can take months or years, said the city councilor, and, the new places do not have a program of Civil Protection or a verdict on structural changes that were requested when Trejo was the mayor.
“The agreements made at this meeting were illegal,” said Rosiles, “That is why three members of the PAN party and I will try to impugn it with the correspondent tribunals.”
On the other hand, when being asked about all these topics, mayor Chagoyán became annoyed and refused to answer.
