Head of Beltran Leyva’s Organization Detained in the City

The Attorney General’s Office (PGR) announced that Héctor Beltrán Leyva, the leader of the Beltrán Leyva criminal organization, along with Germán Goyeneche Ortega, a renowned entrepreneur from Querétaro, was arrested in San Miguel de Allende.

The arrest was made at Mario’s, a small seafood restaurant on Stirling Dickinson, whose owner spoke to Atención.

On Wednesday, October 1, the PGR held a press conference where they revealed that after 11 months of investigation, they finally detained Beltrán Leyva, leader of the criminal organization of the same name. The Procuraduría informed that the organization’s main activity was the transferring of cocaine from central and South America to the United States of America and Europe.

Beltrán Leyva, according to the provided information, took the leadership of the organization after his brother’s death in 2008.  However, he kept a low profile and maintained a moderate lifestyle. He lived in Querétaro and his operation center was located far from his home in order not to arouse suspicion among his neighbors. He did not use luxurious vehicles and as a cover pursued real estate interests and the buying and selling of fine art. In the United States he was a wanted man and there was a reward of five million dollars and in Mexico there was a reward of 30 million pesos for his detention.

The leader, announced the PGR, was arrested along with Germán Goyeneche Ortega, financial operator of the organization. Goyeneche—who attended  a public meeting of the Local Business Coordinating Council last Monday and was later linked to federal legislator Ricardo Villareal— is a well-known entrepreneur from Querétaro, with businesses in San Miguel. A newspaper from Querétaro said that Goyeneche was president of the Citizen´s Council 100 for Querétaro and president of the Citizens’ Parliament of México for Queretaro.

The detention

It was approximately 2:15pm, when two clients arrived at Mario’s restaurant—a small place that offers seafood and has space just for five tables—said the owner. They asked for the menu and ask for fresh fish, shrimp and octopus. One of them ordered a soda and the other fruit juice, said the owner. “They enjoyed their food” he said.

Fifteen minutes later, two members of the Mexican Navy came into the place and told the owner’s mother,who was there, “We are sorry, unfortunately we have to do our job here, but this has nothing to do with you, do not be nervous.” The marines asked the owners to go to the kitchen and stay there without looking. Forty minutes later, it was over. It was a very tranquil detention, assured the owner, “and the marines were very nice.”

On Wednesday, a picture of Ricardo Villarreal at a meeting, where Goyeneche appears in the front row, was published, linking Goyeneche and Villareal. The federal legislator made it clear that he published that picture on Facebook on Monday because he was invited to a meeting of the Local Business Coordinating Council to talk about federal reforms and Goyeneche was there. He denied a friendship with the entrepreneur as well as financing for his political campaigns and said that the PGR will have the duty of investigating and punishing him if he is guilty.

The owners of Pescaü—a seafood restaurant located on calle Jesús, where it was first published that the detention took place—told Atención that was untrue and the report was bad publicity for their business.
