New criminal complaint filed against 2009–2012 administration

A second criminal complaint has been brought against the previous municipal administration, headed by Luz María Núñez. The suit alleges the government misused almost nine million pesos. “And there will be more complaints,” announced the municipal treasurer.

On Monday, June 24, the assistant mayor, José Luis Chagoyán Cabrera, and the municipal treasurer, Jaime Labrada, filed a criminal complaint at the Ministerio Público (District Attorney’s Office) against officials from the 2009–2012 administration on the grounds of abuse of power. More than 8.7 million pesos were spent on fuel without approval from the city council. Labrada detailed that the greatest amount was spent by the Oficialía Mayor (Office of General Administration), 5,422,000 pesos. The Department of Public Lighting spent 988,596 pesos and the Ecology Department 882,000 pesos.

Labrada made it clear that the complaint was filed because the public servants misused the public budget, the expenditures were not approved by the city council and the use of that money “was an irresponsibility.” The current administration is there to protect the interests of the citizens, he noted. With this criminal complaint, the current administration is seeking compensation for the damage. Labrada said in addition that in any administration it is important to respect the budgets in order to meet intended goals.

In April of this year, the local government announced the first criminal complaint against the former mayor, Luz María Núñez, and her husband, Javier Zavala, for an alleged abuse of authority, influence peddling and embezzlement. The embezzlement consisted of the government’s contracting airtime on Radio San Miguel and television Canal Cuatro, which are owned by the former mayor and her husband. The local government did not make the figures public. Zavala told Atención that the amount was less than 1.5 million pesos over three years and that the hiring of the media was completely legal.

The prior complaint remains unresolved, but the municipal treasurer commented that those involved have been notified and the Ministerio Público has requested documents to prove the allegations. Labrada noted that the legal department of the administration will follow the process of the complaints and announce new ones. Chagoyán said that they have faith that some of the complaints could be resolved before the end of this administration (October 9, 2015).
